I can manually start other programs just fine. The problem started when my computer updated today. The updates it installed were:- 2017-09 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4038788)- 2017-09 Security Update for Adobe Flash Player for Windows 10 Version 1703 for x64-based Systems (KB4038806)- Windows Malicious Software Removal Tool for Windows 8, 8.1, 10 and Windows Server 2012, 2012 R2, 2016 x64 Edition September 2017 (KB890830)It has tried and failed to install this update numerous times:- HP Development Company, L.P. System - 5/26/2017 12:00:00 AM - 6.0.21.1I don't know of any solutions.

However, I tried creating a new user account, and the taskbar and desktop on that account start up perfectly fine. My main account isn't linked to my Microsoft account, so I don't.think. it's trying to authenticate it. I've done a number of other things such as SFC scans and updating drivers manually, but nothing has worked.One temporary solution might be to create a new user account and migrate your data to that account. From there, I can select 'File-Run new task' in the pulldown.2) I either typed-in the name of the program OR selected 'Browse' to find it on the hard-drive.3) Clicked 'OK'.4) In my case, all programs ran fine.5) Desktop appeared about 10-min later.Hope this gets fixed soon - arrggghhhh!T.
